BARDA Contract Start-Up

Congratulations on your BARDA contract! As you kick off your program, it is crucial that you develop a strong working relationship with BARDA from the beginning. To be successful in starting up your program, you'll need to meet your initial technical contract milestones, develop processes to support contract work, bring your staff up to speed, and still satisfy program management requirements right out of the gate.

Companies new to U.S. Government contracting or new to contracting with BARDA might find the requirements a bit overwhelming. Development, refinement, and organization of your program management processes is essential to success from program kick-off and throughout the program lifecycle. We have experience working within constraints mandated by most BARDA contracts. Our library of templates, processes, and training has already been tested in the BARDA contracting environment. Our documentation can be tailored to meet your program requirements, or we can help you refine your existing documentation to meet BARDA's requirements.

We provide various levels of service based on your company's needs—from supporting your program management requirements to creation of the processes and training for your team to do the work. Whatever level of service you require, TriVariant will help you set the tone for program management success with a core set of tried-and-true business processes. BARDA Contract Operations

Just like other U.S. Government agencies, BARDA has a responsibility to review your contract performance at least once a year. Multiple criteria are reviewed, including the technical / quality of product or service, cost control, and schedule / timeliness. It is not enough to just meet your technical milestones. If you are not diligent in all contract management functions, including program management, you risk a poor review which can negatively impact your ability to pursue future U.S. Government opportunities.

Advancement of medical countermeasures often deviate from the initial plan—studies don't go as planned, new obstacles from the Federal Drug Administration (FDA) impede progress, or changes in staff or subcontractors impact schedule timelines. It is just as important to have insight and control over those challenges as it is to communicate the impacts to BARDA. Regular, open communication with BARDA is imperative to successful program operations and favorable evaluations. Consistent compliance with program management processes will equip you with the data necessary to effectively manage your program and to communicate program status with BARDA. Basic processes include the following:

Contract Operations Support Management Process Process Templates Training
Accounting and Timekeeping
Invoice Management
Contracting Officer's Authorization (COA)
Integrated Master Schedule (IMS) / Scheduling
Risk Register Maintenance
Technical Progress Reports
Performance / Earned Value Management Reports
